Overview

This page contains the Oil SSTS URD and SRD, as described below. During the SSPM course, you will be required to populate the URD and SRD using the information provided.

User Requirements Document (URD)

The purpose of the User Requirement Document is to be an all embracing, structured expression of the user need for a bounded operational capability and is the means by which the customer develops, communicates and maintains the user’s requirement throughout the life of the system.  The requirements are refined as more information becomes available into a cascaded set of system requirements captured in the SRD.

The inclusion of safety requirements in a URD should be the principal aspect in ensuring that the risks associated with a system are ALARP. The URD remains a live document until Main Gate. Traceability must be maintained between the URD and subsequent analysis to ensure resulting product can deliver its intended role.

Task Description

Develop as many Safety Requirements as you can (no less than six) using the Scenario, your Block Diagram and the output from the Preliminary Hazard Identification. The URD should be based on your understanding of the requirements, and for each safety requirement:

    • Identify the type of requirement (safety/performance)
    • Capture the safety thresholds and targets, and
    • Capture any rationale for the requirements
    • Capture the means for verification (test, design, inspection, calculation, analysis, etc)

When developing the Oil SSTS URD, consider::

    • Legislative requirements
    • Functional requirements
    • Physical / design limitations
    • Reliability / integrity levels
    • Performance etc.

Justification can be in form legislative compliance, standards, best practice, first principles derivation etc.

Oil SSTS URD

wdt_ID URD ID User Requirement Type of URD (Safety/Performance) Safety Thresholds / Targets Rationale for Requirement
265
310 1 The system must comply with DEFSTAN requirements for electromagnetic effects susceptibility Safety Spurious electrical signals can lead to gas explosion
311 2 The user must be provided with a measurement of oil quantity offloaded to the tanker Performance/Safety No contamination of oil to environment Prevent overfilling/pressure of tanker
312 3 The user must be able to monitor the level of particulates within the crude oil Performance Oil meets international standards Confirms the system functions correctly
313 4 The user must be able to control the amount of oil in storage. Safety/performance Remain within storage tank capacity Prevent MARPOL incident by over filling.
314 5 To be able to pump oil from storage/SSTS to tanker at required pressure safely. Safety Must not cause over pressure of system or tanker Prevent damage to components on the rig and tankers, prevent MARPOL incidents
