Overview
Your team has now finished the preliminary assessment of the Oil SSTS concept and you have developed an initial set of safety requirements (captured in your URD). To progress into the Assessment Phase, you need to demonstrate within the SCR for Initial Gate that you understand the potential safety risks associated with the Oil SSTS and you have a strategy to control them.
This page contains a simplified SCR template based upon ASEMS SMP12.
Task
Populate the below template to support the development of the Initial Safety Case report. At this stage of the project, there will be little technical data available, so the safety case will be in an outline form only. It should demonstrate, through an assessment of the capability being pursued, that the potential safety risks are understood and a strategy has been developed to control them.
This simplified SCR should contain the following information:
- 1.0 System Description – Capture a brief description of your preferred solution, with sufficient details that the reader understands the boundary and the scope of the safety case (People, Equipment, Activity and Organisation), and interfaces with other safety cases.
- 2.0 Assumptions – Capture any assumptions that underpin the safety case for main gate, this could include assumptions about the scope, safety requirements, operational profiles, time in service, operating environment etc. This list will be different from the Initial Gate SCR because you now have more technical information
- 3.0 Progress against Programme
- 3.1 Progress against the SMP – Capture how the project is progressing against the defined safety management plan
- 3.2 Areas of Project Risk – Capture any areas of project risk, that could undermine your safety strategy and achieving the safety milestones. Each risk should be accompanied by a strategy how it will be mitigated
- 4.0 Meeting the Safety Requirements
- 4.1 Oil SSTS Safety Requirements – Capture the principle safety requirements identified for the system. These requirements will be developed and then incorporated into the System Requirement Document, to ensure safety is captured in the design.
- 4.2 Key Hazards – Capture a summary of the key safety hazards and likely accidents related to the system. At initial gate, the safety hazards could be linked to the function of the system, as defined in the URD. Hazards will need to be mitigated using solutions captured in the System Requirements Document.
- 5.0 Emergency / Contingency Arrangements – This section would normally be populated at a high level, as this is the initial safety case submission, however for the purpose of this workshop please leave this section blank.
- 6.0 Operational Information – This section would normally be populated at a high level, as this is the initial safety case submission, however for the purpose of this workshop please leave this section blank.
- 7.0 Independent Safety Auditor Report – This section would normally be populated, however for the purpose of this workshop please leave this section blank.
- 8.0 Conclusion and Recommendations – Provide an argument why you think you ready for Initial Gate, and that the potential safety risks associated with the Oil SSTS are understood and that you have a strategy for controlling them.
