Overview

This page contains the Oil SSTS URD and SRD, as described below. During the SSPM course, you will be required to populate the URD and SRD using the information provided.

User Requirements Document (URD)

The purpose of the User Requirement Document is to be an all embracing, structured expression of the user need for a bounded operational capability and is the means by which the customer develops, communicates and maintains the user’s requirement throughout the life of the system.  The requirements are refined as more information becomes available into a cascaded set of system requirements captured in the SRD.

The inclusion of safety requirements in a URD should be the principal aspect in ensuring that the risks associated with a system are ALARP. The URD remains a live document until Main Gate. Traceability must be maintained between the URD and subsequent analysis to ensure resulting product can deliver its intended role.

Task Description

Develop as many Safety Requirements as you can (no less than six) using the Scenario, your Block Diagram and the output from the Preliminary Hazard Identification. The URD should be based on your understanding of the requirements, and for each safety requirement:

    • Identify the type of requirement (safety/performance)
    • Capture the safety thresholds and targets, and
    • Capture any rationale for the requirements
    • Capture the means for verification (test, design, inspection, calculation, analysis, etc)

When developing the Oil SSTS URD, consider::

    • Legislative requirements
    • Functional requirements
    • Physical / design limitations
    • Reliability / integrity levels
    • Performance etc.

Justification can be in form legislative compliance, standards, best practice, first principles derivation etc.

Oil SSTS URD

wdt_ID URD ID User Requirement Type of URD (Safety/Performance) Safety Thresholds / Targets Rationale for Requirement
383 1 The User requires the Oil SSTS to be able to receive crude oil from the extraction point of the rig, at pressures up to 20bar Safety & Performance Oil SSTS system to be able to withstand high pressures. To prevent the spillage of flammable hydrocarbon liquids and gasses. Maximise revenue again. Verified by inspection, design and performance metrics.
391 2 The User requires the ability to readily isolate the well head within 10 seconds Safety to be able to isolate the oil transfer system To limit propagation and damage caused by SSTS failure. Verify with design and test/inspection. Carry out regular system health checks.
392 3 The User requires the Oil Rig to be able to operate in all weather conditions prevalent to the location Performance & Safety 24/7 operations; Ability to with stand environmental extremes Maximisation of SSTS systems to provide oil for revenue; prevent structural failure and environmental contamination. Verify with calculation or design and test/inspection of damage and corrosion.
393 4 The User requires the Oil SSTS to comply with the Control of Noise at Work Regulations Safety Not exceed noise limits as defined by regulations To minimize risk of hearing damage to employees and reduce the risk of communications failure and being sued. Test and inspection of all relevant machinery and issue appropriate PPE.
394 5 The User requires the Oil SSTS to comply with HSE Legislation Safety All aspects of HSE legislation complied with and monitored Legal compliance and not being sued. Verify via audits and analysis.
395 6 The User requires the platform to be capable of detecting fires, smoke and heat concentrations in all modules and on the open deck and initiating an alarm Safety detect any heat sources before fire or damage caused to safety critical equipment In order to detect and supress fires at the earliest opportunity to minimize the risk of a fire spreading and reduce the risk of injury /death. Carry out regular inspections and tests, verified via design and performance.
396 7 The User requires the Oil SSTS to meet the relevant safety thresholds in Defence Safety Policy Safety To meet all relevant thresholds in the DSA01 Legislative compliance. verified via audits.
398 8 The User requires the Oil SSTS to comply with the Control of Pollution (Oil Storage Regulations) Safety No oil to be released into the sea or into oil rig life support systems (water supply, vent) Legal compliance, Protect the environment and public health by minimizing accidental leaks or spills. verified via audits, inspections and tests.
399 9 The User requires the number of personnel to operate the system to be minimised Safety and performance To maximise to number of systems to be automated To improve safety to minimise human error and system operating efficiency. To reduce the wage bill
401 11 All risks shall be reduced to at least Tolerable Levels that are ALARP Safety
