Roles & Responsibilities

Operating DH or Delivery DH sponsors the Safety & Environmental Case(s) and owns all the risks
Accountable Person establishes what is “reasonably practicable” & assesses risk of harm … to environment
Independent Environmental Auditor – confirms (proportionate to the risk) that the environmental management regime has been implemented in accordance with the regulations and that the Environmental Case is suitable and sufficient.
Design Authority (note DA holds responsibility, as an intelligent customer, over the Design Organisation) – Equipment designed to minimise environmental harm through-life
Equipment Authority – (within their area of responsibility). The arguments related to environmental impact protection shall demonstrate that environmental aspects are managed and harm to the environment is minimised as far as reasonably practicable.
Platform Authority – agrees the Certification Strategy with the Naval Authority, when Certification is required.
Operating Centre /SM Delivery Authority Safety and Environmental Protection Team Leader –Supports the development of OC/SDA objectives and targets; manages pan OC/SDA S&EP improvement programmes
DMR Environmental Inspector – authority to establish that the Goal is being met. Endorses exemptions
Chief Environment & Sustainability Officer (CESO) (RN) – Provides advice and assurance on S&EP compliance, independent of the command chain.
Ships’ Commanding Officer – Operates his ship to meet the Goal, and iaw the Shipping Regulations, platform certification and specified requirements of the Environmental Case
